مؤسسة فكر ورأي

خلية تفكير (بالإنجليزية: Think tank) أو بيت الخبرة، وهي منظمات قومية أو غير ربحية تهدف لتقديم المشورة لمن يطلبها فإذا حددت أجرًا معينًا فهنا تكون ربحية مثل بيت خبرة كلية التربية جامعة الإسكندرية لعلوم التربية، أما إذا استعانت بها الدول في مناقشة قضية معينة وخاصة إذا كانت استراتيجية أمنية مثل مؤسسة راند فهنا تكون مؤسسة غير ربحية تخضع للدولة وموظفوها خاضعية لنظام التعيين.

و من منظور آخر، هي منظمة في العادة تكون غير ربحية، معناها أن يكون هنالك مجموعة من الخبراء يجلسون على طاولة وتكون أمامهم مشكلة ويقوموا بوضع حلول لها ويوجد الكثير من هذه المراكز في الغرب واليابان وتستعملها الحكومات هنالك لتطوير التنمية والتخلص من المشاكل.
